All it does is add a file upload field – labelled "Podcast" – to the New Topic screen (and the Edit Post screen, but only if it's the post that started the topic).
It has a small bit of security – it will only allow podcast files to be uploaded by members of the podcasters group. However, once the files are uploaded, you should expect that anyone can hear the file.
